Class of 2026 Free Tuition Opportunities

As some of you have teens planning to graduate at the end of the semester, the cost of college is getting real. I have compiled a list of 15 different states that offer a “last-dollar” or free-college programs. “Last dollar” programs mean the program pays your balance after your regular grants and scholarships are used – but it also means NO LOANS. If you live in one of these states, I hope it helps you get your teen out of college debt-free!

How to Use This List

  • Compare Eligibility: Look at age requirements, residency duration, and academic prerequisites to see which program(s) you may qualify for.
  • Homeschool-friendly: If a program or college excludes homeschool graduates, I strongly urge you to contact the Homeschool Legal Defense Association for support.
  • Review Requirements: Most programs require filing the FAFSA, maintaining a certain GPA, and completing the program within a specific time frame.
  • Next Steps: For the most accurate information, check each program’s official website to confirm deadlines, required documentation, and any program updates.

1. Arkansas

Program: Arkansas Future Grant (ArFuture Grant)
Summary: Covers remaining tuition and fees for qualifying certificate and associate degree programs in high-demand fields at Arkansas public institutions.
Key Points:

  • Must be an Arkansas resident.
  • Applicants must complete the FAFSA.
  • Often requires a mentoring component and community service.

2. California

Program: California Promise Program
Summary: A commitment by certain California State University (CSU) campuses to help eligible students complete a bachelor’s in four years (for incoming freshmen) or two years (for qualifying transfers).
Key Points:

  • Offers enhanced advising and priority registration.
  • Eligibility criteria vary by campus.
  • Students must sign a structured academic plan and maintain good standing.

3. Connecticut

Program: Pledge to Advance Connecticut (PACT)
Summary: A last-dollar program covering remaining tuition and fees for first-time, full-time community college students in Connecticut.
Key Points:

  • Must be a Connecticut resident.
  • Requires FAFSA completion and acceptance of all federal/state grants.
  • Must enroll in a degree or certificate program full-time.

4. Delaware

Program: SEED (Student Excellence Equals Degree) Scholarship
Summary: Covers tuition at Delaware Technical Community College (and certain University of Delaware programs) for qualifying Delaware high school graduates.
Key Points:

  • Must maintain at least a 2.5 GPA in high school (varies by scholarship type).
  • Must enroll full-time and remain academically eligible.
  • No felony convictions allowed.

5. Indiana

Program: Workforce Ready Grant (Next Level Jobs)
Summary: A last-dollar program covering tuition costs for eligible certificate programs in high-demand fields (IT, healthcare, manufacturing, etc.).
Key Points:

  • Must be an Indiana resident and a U.S. citizen/eligible non-citizen.
  • Must enroll in an approved program at participating institutions.
  • Requires FAFSA submission.

6. Kentucky

Program: Work Ready Kentucky Scholarship
Summary: Covers remaining tuition for certificate or diploma programs in high-demand fields (healthcare, IT, construction, etc.) at Kentucky community colleges.

  • FAFSA required to determine other aid first.

7. Louisiana

Program: Taylor Opportunity Program for Students (TOPS)
Summary: A set of state scholarships (Opportunity, Performance, Honors, and Tech) that covers tuition (and sometimes fees/stipends) at Louisiana public institutions.
Key Points:

  • Must be a Louisiana resident.
  • Requires specific GPA and ACT thresholds plus a core high school curriculum.
  • Must maintain GPA and continuous enrollment to keep the award.

8. Maine

Program: Maine’s Last-Dollar Free College Scholarship
Summary: Helps recent high school graduates (classes of 2020–2023; subject to legislative updates) attend Maine’s community colleges tuition-free.
Key Points:

  • Must enroll full-time in a degree or credential program.
  • Covers tuition after Pell and other aid.

9. Massachusetts

Program: MassReconnect
Summary: Provides free community college for eligible Massachusetts residents aged 25+ who do not already have a college degree.

Program: Nevada Promise Scholarship

Key Points:

12. New Mexico

Program: Legislative Lottery Scholarship
Summary: Funded by the state lottery, it helps cover tuition at New Mexico public colleges/universities for qualified graduates.
Key Points:

  • Availability of funds can vary each year.

13. Rhode Island

Program: Rhode Island’s Promise
Summary: Allows eligible Rhode Island high school graduates to attend the Community College of Rhode Island (CCRI) tuition-free for two years.
